Frank J. Macchiarola is the Senior Vice President of Policy, Economics, and Regulatory Affairs at the American Petroleum Institute (API). In this role, he is responsible for leading API’s upstream, midstream, downstream, natural gas markets, and corporate policy departments. He also oversees the organization’s economics and research analysis functions. At API, he previously served as Vice President and Group Director of Downstream and Industry Operations, and Interim Vice President of Market Development. Prior to joining API in an association merger on January 1, 2016, Mr. Macchiarola was Executive Vice President of Government Affairs at America’s Natural Gas Alliance (ANGA).
From 2004 to 2013, Mr. Macchiarola served in several senior staff positions in the United States Senate including: Majority Staff Director, Minority Staff Director, and Counsel for the Committee on Energy and Natural Resources, and Minority Staff Director of the Committee on Health, Education, Labor, and Pensions.
Mr. Macchiarola was a partner in the policy resolution group of Bracewell LLP, and an associate in the litigation group of Tannenbaum, Helpern, Syracuse, and Hirschtritt LLP. Additionally, he served as a member of the API Employee Benefits Committee, and a member of the Board of Directors of the National Energy Resources Organization and ANGA’s Political Action Committee.
Mr. Macchiarola earned a JD from New York University School of Law and a BA from the College of the Holy Cross. He is admitted to practice law in New York and before the United States District Courts for the Southern and Eastern Districts of New York.
